A Murder

Riddle: There is a family of 4. The names are Jack,Mark,Steve and Kathy. One day, Jack and Mark went outside for dinner while Steve and Kathy stayed at home. But when Jack and Mark came back,they found out that Steve killed Kathy. But here is the strange part, they found evidence of Kathy's tragic murder, but they didn't call the police, have a judgement, have a court, or even call for an execution. Why?
