Answer: The bell is attached to a buoy at the beach, the rope breaks and the bouy floats out to sea, the man is blind and uses the bouy to tell where the ocean is, he is atop the cliffs and the bell rings so he thinks it is farther out at sea and he walks right off the edge of the cliff.
