Answer: Bob was on a cruise ship that was sinking the item was a very heavy pair of binoculars that would pull him under water if he kept them, he threw it towards land (because the ship was close to land) and swam back. he paid Joe $20 to find it but Joe couldnt because it was high tide. Bob went back at low tide and found it imidiatly.
